Lance Armstrong hit two parked cars in Aspen after allegedly having "a little bit to drink" at a pre-New Year's Eve party, but let his girlfriend take the blame for the accident. The disgraced Texan, who was stripped of all seven of his Tour de France titles for doping, said last week that he felt he had been made a scapegoat for a generation and should have his lifetime ban reduced. Armstrong told the BBC that the last few years had been "brutal" but admitted that he would probably make the same decisions again if he went back in time to the start of his career. Armstrong has been charged with failing to report an accident and exceeding the safe speed for the conditions, both charges having been transferred from his girlfriend Anna Hansen, according to The Aspen Daily News. Hansen initially told police that she had been driving home from an Aspen Art Museum party when she lost control of Armstrong’s GMC Yukon on the icy roads, hitting the cars. After the police officer dug a little deeper, questioning an employee of the valet company that worked at the event, Hansen admitted that in fact Armstrong had been driving, but said they had jointly decided to let her take the blame. “We’ve had our family name smeared over every paper in the world in the last couple of years and honestly, I’ve got teenagers, I just wanted to protect my family,” Hansen told police. “I thought, gosh, Anna Hansen hit some cars, it’s not going to show up in the papers, but Lance Armstrong hit some cars, it’s going to be a national story.” Asked whether Armstrong had been drunk at the time of the incident, Hansen told police: “He was not intoxicated, and that was um, you know, I’m sorry I lied to you that morning but I was trying to make [it] sound like, well, I was driving because that was, just, I don’t know … I was just trying to make something up at that time.”
Hansen has not been charged with making a false report to the police. According to US cycling website Velonews, deputy district attorney Andrea Bryan said the decision hinged on Hansen’s confession. “In circumstances such as this, where the witness was subsequently and nearly immediately cooperative with law enforcement, remorseful, and came forward with the truth, it would be incredibly rare for our office to charge the witness with false reporting,” Bryan said. “The policy of our office is to encourage all witnesses to tell the truth, and if witnesses lived in fear of being prosecuted for coming forward after making a mistake, we would rarely, if ever, get the full truth from our victims or witnesses." Armstrong has hired Denver attorney Pamela Mackey, who represented NBA star Kobe Bryant in 2003-04, when he was charged with sexual assault. He is due in court on March 17.

I read the BBC interview and I can't say I disagree with quite a lot of what he said. I am not an Armstrong apologist - I think the bloke behaved like an absolute cunt - but you have to look at his use of doping in the context of the times he raced. The sport was rotten when he was involved in it: not just him, not just US Postal, all of it.
Festina happened the year before (1998) he won his first TDF. The winner of that edition died of drug abuse a few years later. Operation Puerto happened the year after he retired.
It is slowly cleaning up its act but even now there are cases coming to light - Astana this year, Katusha having to appeal to CAS a couple of years ago to get their license.
